Required Android,Android App Development,Android SDK,Java freelancer for Finish an Android app that was begun by another developer but orphaned job

I have an Android Studio app that was developed by a freelancer who unfortunately did not have time to complete the project. I am looking for a new Android Studio developer who will step in and continue the work. The developer needs to have a good grasp of the English language because one of the tasks will be to document/comment the source code (a task that the other developer failed to do).
