Required software development,Website Development freelancer for fix loading page issue job

Problem to fix:

This is a wordpress theme and when the site is loading, there is a 1 to 3 second delay until the home page appear. People don't like to wait and it makes the website looks like there is no website.

The author created a on/off function to display a logo instead of the delay loading but this is not fixing the issue

What i need is the website home page to load right away without any delay.

Demo site will provide once job award

It can not be fixed only by turning ON / OFF options in the admin or not even by modifying the css... It require to modify the code itself
