Required software development freelancer for Help configure Dell C6220II Server & Diagnose fan issue job

I have a Dell C6220 II Server. It is not new, but new to me. I have not worked with it previously. When I turn it on, the fan starts at 100% and remains that way throughout use.
I am able to load windows on Linux onto it but do not know how to change the fan settings. I would like help getting it to work since right now it is too loud to use anywhere.
My proposition is that we set aside a block of time to work on it. I will do the part that is hands on (Ie turning on the server, plugging things in, etc) and you will google options, and walk me through what to do.
Please submit an hourly rate or a fixed rate for successful completion.
