Required TAPI freelancer for Integration between CRM and Phone system job

i have a desktop app CRM (TigerPaw) and a web base VOIP service (VOIPNow) i want an opperator to be able to dial from a button on the screen of the CRM to a phone number on a list our CRM have that function and i need to develop the API for it
