Required Magento freelancer for Magento Shipping Rates and Shipping Carrier Costs job

We have a brand new store on Magento 1.9. We need help implementing shipping and customer group options which would look as follows.

Customer Groups
1. All regular users pay full price and get free shipping or have the option to pay extra to get expedited shipping which will have live rates pulled from fedex/usps.
2. Group2 gets a set discount on products but pays shipping which have live rates pulled from usps/fedex.

For Group2, I want to be able to set the discount pricing for different products. To calculate shipping I want to pull pricing from my USPS and Fedex accounts and show them the shipping costs and speeds. When going through checkout the weights and dimensions of the products would be used to go through USPS and Fedex API to get real time pricing for different service levels.

Must be open to working with a fixed price contract for this work.
