Our organization is seeking to accelerate the adoption of new medical technologies and innovations through a research consortium purpose-built to evaluate, assess and provide guidance to payors (e.g., health insurers, third party health plan administrators) on how adopt them to realize a fair return-on-investment, increase value and improve medical outcomes. The collection, integration, normalization and analysis of medical and healthcare data is a key part of this mission.

We are looking to engage the services of a person who has experience and expertise in the movement to improve healthcare data interoperability which aims to empower patients by ensuring that they control their healthcare data and can decide how their data are going to be used and would increase the seamless flow of health information, reduce burden on patients and providers and foster innovation by providing more data to researchers and innovators. The ideal candidate would have experience working with health insurer claims processing systems; working with medical and claims data; population health management tools; Fast Healthcare Interoperability Resources (FHIR), Health Level Seven International (HL7) health-care standards; and application programming interfaces (API) for exchanging electronic health records.

Background

New medical technologies, health innovations and ways of doing business are emerging at a rapid rate and confounding healthcare payors (health insurers, managed care organizations and third party healthplan administrators) as there is little in the way of research that is conducted with them in mind. While the largest payors have well-funded Pharmaceutical, Therapeutics and Medical Technology Assessment Committees staffed with scientists, researchers and physicians...the very large, but highly fragmented self-funded healthplan sector has no such entity. This market segment represents some 50 million plan participants, tens of thousands of employer/union plan sponsors, and about 250 third party (health plan) administrators or TPAs.

I am a well-known, highly-respected and well-connected industry veteran having more than 40 years' experience in this space. Together with a group of similarly situated individuals, I created the TPA Network Research Consortium for the expressed purpose of filling this void. We are building a research infrastructure for the purpose of conducting translational (bench-to-bedside) research of interest to the self-funded (payor) community. Moreover, we have found that this infrastructure, and the access to millions of potential clinical trial/medical research study participants it will provide (along with a highly enriched medical dataset that exist nowhere else) is of enormous interest to pharmaceutical/biotech companies as well as academic researchers as the present clinical trials methodology is a miserable failure, by any measure. As such, we are attracting the attention of a number of world-caliber leaders, organizations and companies that have an interest in a new more efficient, less-costly, faster and effective way of conducting medical research.

Our first study will involve defining, evaluating, assessing and providing guidance on the practice of what we are calling "genetic benefits risk management" a precision medicine. The second study will explore the use of cannabis (CBD) in the treatment of disease and illness. Both topics are of great importance to employer plan sponsors and payors yet to date, there are no studies of this nature that have the payor community in mind and, if the payors are not behind something, it typically takes 15+ years for a new health innovation to be put into widespread use.

We intend to seek Certified B-Corporation status, a new form of business that balances profit with doing social good (i.e., we are not looking to build a billion-dollar corporation to sell).
