We are looking to arbitrate users on a Mikrotik Router, who do connect by l2TP IPSEC VPN with known Ips.

Remote users connect from GSM networks.

Arbitration shall be smooth making sure customers stick to 5 data volume profiles such as 100 - 200 - 300 - 500 and 700 GB per month. Respective 1/30 of this per day.

Regulation of Speed shall be configureable smooth, so aggressive. So users overshooting volumes on few days a month only shall not receive a too harsh regulation then users overshooting constantly.

Access to router via TeamViewer is possible.

Someone having excessive know how in this area who also can make suggestions on best practices is needed.

Contractor needs to support extensive testing after implementation.
