Toogit Instant Connect Enabled

I need a script written to work with the Sendy API. I want to be able to upload a CSV with names and emails and the script will send them to Sendy via API as subscribers.

I will need to be able to select which list to upload the subscribers to.

No more than 10 emails should be sent per second.

I would like to have this completed within 24 hours, if possible.
