Required Computational Fluid Dynamics (CFD) freelancer for Need an Engineer to Calculate a Fluid Dynamics Problem job

I want to install a lake aeration system next to a dam. The dam operator wants to ensure that there is no possibility that the diffuser could be sucked into the inlet pipe of the dam. I need someone to calculate how far the diffuser has to be from the inlet for there to be no possibility of it being sucked into the inlet.

Here is the problem. The max height of the water is 36ft. The water level fluctuates so it can be much lower. The inlet to the dam is two 48' diameter pipes that vertically rise from the lake floor 10ft. So the suction inlet is 10ft above the lake bottom. The max flow is 150CFM for each pipe. The diffuser is a 2ftx2ft plastic device filled with gravel to weigh it down. It is connected to self weighted hose line. A diagram and more information is attached.
