We are looking for a ArcGIS tool that is designed to compare polygons against another set of polygons in order to analyze the difference between the two polygon sets and attribute those differences in the resulting analysis. I will share a file with shortlisted candidates, it contains an Arc Toolbox with a model already built along with sample data. The tool that is created should work with local data in ArcGIS Desktop. We are currently using ArcGIS Desktop 10.6.1.
We should note as well that we are also looking for a long term relationship with a reliable and knowledgeable contractor for future work
