Required Graphic Design,Web Design freelancer for Web developer who can help a noob build out a site (HTML/CSS) job

The winning bidder will help me slowly improve/change a live website that I created using a template, in accordance with a very general change doc. Focus is on optimizing for mobile.

I am new to web development, so I'm looking for someone who is willing to work with me over time on an hourly basis to make tweaks and implement larger changes while I work on the data side of the site.

I will share a website link and complete data with shortlisted candidates
