Required Selenium,Web Scraper freelancer for Web scraper and Arabic speaker needed to build database job

Hi! I'm looking for help in scraping a the website of the archive of Kuwait National Assembly. This is a web scraping project. Specifically, I'd like to scrape an online database on the website that lists all parliamentary questions that were asked from 1963 to the present (approximately 15,000). Each question also includes a .pdf that I would like scraped separately. The final deliverables are: 1) a scraped .xslx file that lists each question by subject, date, and MP(s) and 2) a Dropbox folder of all the .pdfs.

Because the database is in Arabic, proficiency in Arabic is preferred, though not absolutely necessary.
