Required Amazon S3,Image Editing freelancer for GIF file compression / resizing for -3k images job

We are a financial education startup, and we have several thousand unique animated GIFs for our courses. The files are too large for users with poor connections, and those images take too long to load. We're also realizing those images are larger than we'd like them to be in hindsight.

We've got a document outlining exactly how we'd want this done. However, if you have a different, faster way that could yield the same results, we're open to hearing about it.

We've got 41 courses with approximately 75-100 images each in an S3 repository. Please provide me with a fixed rate quote once you review the details above and the document outlining a possible process we'd like to follow.
