Required Moodle freelancer for Moodle Platform Overhaul job

We are an NGO headquartered in Geneva focused on international law, and we have courses on a Moodle platform designed to help educate lawyers in countries all over the world. We are looking for a freelancer who has experience with Moodle, and especially Moodle metrics. Our eLearning system already exists, but is not working as it should. We want to know what kind of metrics are possible (for example, measuring completion of courses, number of students, implementing surveys / feedback mechanisms) and how to implement them. We also want to fix errors in some of the courses that block students from successfully completing the lesson.
