I would need a Business Requirement Document that clearly mentions what you expect from the bot whenever your end-user enters any input.
From example: Sample Question -->(If there is any backend logic required - what to do) ---> Sample answer you would like the end-user to see.
If you are planning to integrate the chatbot with your existing Database, making the required APIs exposed will make the development faster.
